Adds a cog for giving members a configured role if they appear in a sqlite database of Discord usernames provided in a post-campaign survey Other changes: - Features requiring privileged intents are gated. Configuration flags indicate if the Discord application has those intents granted, and features and cogs that require them will be disabled if not present. - Ruff warning cleanup of all code.
